Tilottam represents Jagriti Child and Youth Concern Nepal, Nawalparasi, he is president of JCYCN. He completed Graduation in Arts (BA) in Journalism and Political science. Tilottam is interested in social work and write the article. His aims to work in sustainability issues in future of the Child and Youth Rights. He is Youth and Child Right activist and he expend his most of the time on the children and youth issue in Nepal. He had open the first child club in Nepal in 1991 and register the case in supreme court against the District administration office and home ministry for the formal registration of Child Club in DAO according to the CRC. Supreme court has been decided the case in favour of child club. He has also the experience to work in the conflict rising areas of Nepal during the emergency period of Nepal from 2003 to 2009.
